Did you know that a NAP is an acronym for "non-agression pact" (and less commonly for "non-attack policy"). This is an agreement between two or more alliances, forbidding aggressive actions between participating alliances (i.e. attacking each other). NAPs are often criticised as they can lead to imbalance in politics, and are usually organised so participating alliances can avoid conflict indefinitely, rather than for any meaningful political positioning.

There are also NAP's that are used within a galaxy, so that the population stays within the galaxy. They don't always work in galaxies, partly due to alliance politics, and new people not knowing about the NAP.
